In 2021, Lewiston became the smallest city in the United States to be awarded the $30 million Choice Implementation Grant, which kicked off significant investment for new housing, increased access to child care and health care, and more in Lewiston's Tree Streets Neighborhood and beyond.
Meet our Presenters:
Nate Libby, Director of Economic & Community Development, City of Lewiston
Nate Libby recently stepped into the role of Director of Economic and Community Development for the City of Lewiston, where he’ll prioritize adopting and executing a new economic development strategy, supporting continued downtown revitalization, attracting new business investment, and enhancing quality of life for residents. Prior to his work at the City, he served as Senate Majority Leader in the Maine Senate, President of both Community Concepts' Finance Corporation and Housing Development, and a self-employed economic development consultant. A Maine native, Nate earned an MBA from the University of Southern Maine and a bachelor’s degree from Bates College.
Simon Hebert, Chief Operating Officer, Hebert Construction
Simon Hebert, the fourth generation to join the family business, starting in 2013 after earning a BS in Civil Engineering from Syracuse University. Since then, Simon has successfully completed some of Hebert’s most demanding and complex projects while overseeing company operations. In 2024, Simon graduated from Northeastern University with a master’s in project management. With a vision to lead Hebert into its 100th year in 2043, Simon continues to drive the company forward in new and innovative ways.
Chris Kilmurry, Executive Director, Lewiston Housing Authority
Chris Kilmurry joined Lewiston Housing in 2019 and brings nearly 20 years of affordable housing experience. He oversees the organization's strategic direction, including the development of new affordable housing, operations, and administration of the Section 8 program. Previously, he held leadership roles with national and regional affordable housing organizations, including The Community Builders, POAH Communities, and Avesta Housing. Chris earned a BS in Business Administration from the University of Vermont and serves on the board of directors for Community Concepts.
Cara Courchesne, Principal, Upstream Strategies
Cara Courchesne founded Upstream Strategies, a Lewiston-based communications consultancy specializing in mission-driven communications, in 2021. Cara was raised in the Tree Streets neighborhood and attended Smith College. Nationally recognized for both her work at the Maine Coalition Against Sexual Assault and at MaineHousing, Cara now represents non-profit organizations, government agencies, political leaders, and mission-driven businesses. She and her eight year old daughter are proud residents of Lewiston.
