The Trump administration issued Executive Order 13813 on October 12, 2017 “Promoting Healthcare Choice and Competition Across the United States” which directed federal agencies to issue rules or guidance that would make it easier for small employers to band together to purchase health insurance. As a result, the Department of Labor issued new rules on Association Health Plans in June of 2018. Come learn what the new rule changed, how it could work in Maine, and what this could provide for new opportunities to Maine employers.

Joel Allumbaugh is President and CEO of National Worksite Benefit Group (NWBG), Inc., dba The Allumbaugh Agency. He founded NWBG in 2004, a full-service employee benefits insurance agency specializing in patient-centered health plan strategies. Joel is a Visiting Senior Fellow at the Foundation for Government Accountability and is past Director of the Center for Health Reform Initiatives and the Maine Association of Health Underwriters. He hosted Inside Maine Healthcare, a television program aired on the Time Warner Cable network from 2010 to 2012.
Joel has been published and cited in many state and national media outlets. His research and articles have been published with The Heritage Foundation, Health Affairs and Forbes. He has been appointed to multiple state committees and boards and currently serves on the Board of the Maine Guarantee Access Reinsurance Association and the Maine Health Data Organization.

HR Thursdays are presented in partnership with the LA Metro Chamber, Central Maine Human Resource Association and the Lewiston CareerCenter and offer employers resources and tools to help gain a competitive edge. Presenters will share best practices to businesses owners, HR staff and hiring managers in order to create meaningful recruitment, training, and retention strategies. HR Thursdays allow participants, whether employers of one employee or 1500, gain information needed to survive the labor shortage while giving tangible, and usable, tools and resources.
